美国兰德公司发布《与中国开战——想不敢想之事》报告...

　　美国兰德公司发布《与中国开战——想不敢想之事》（War With China：thinking through theunthinkable）报告。本报告是兰德智库2016年的一篇深度报告。兰德智库已为五角大楼全面推演了中美军事冲突的各种后果。


　　在目前所有就中美战争的爆发与美国的应战的研究和学术观点中，至少在公开的研究和观点中，都没有対战争具体情况和结果进行严谨的分析。这是一个严重的疏漏，因为目前中国在部分地区争端中与美国立场相对，这可能会导致军事冲突或暴力事件。而且两个超级大国都有足够的军事实力、工业实力和人力在陆地、海洋、天空、太空和信息空间进行一场长期、高强度的大范围战争。


　　本研究试图通过分析中美战争其他的可能发展趋势、每一种发展趋势对两国的影响、美国应如何备战，以及如果战争爆发美国要如何平衡得失来弥补这个疏漏。本研究不仅考虑到军事因素，还考虑到2015至2025年的经济、内政和国际因素。


　　尽管精准优势增强了中国反击作战能力并削弱了美国军事领域的统治地位，但这并不意味着中国就取得统治地位或胜利。中美战争可能爆发于双方的毁灭性打击下，且战争难以控制，将会持续多月或数年。在这场中美战争中不仅没有赢家，还会给双方的军事力量带来巨大损失。这场战争持续越久，经济影响、国内影响和国际影响就越重要。


　　然而这些非军事影响在严重影响中国的同时，也大幅削弱了美国经济以及应对国际挑战的能力。美国要为与中国爆发长期、高强度战争做好合理准备，但同时也应计划好控制战争的范围、强度和持续时间；强化文官对军队的控制；并且不论在和平时期、危机时期、战争时期，都要扩大与中国的交往。


　　本报告的组织结构


　　这个研究是初步的和概念化的：其案例是构想的，其预测只是说明性的。带着这些条件，接下来的章节将进行下列探究：


　　• 中美战争的参数是什么？


　　• 中国和美国的规划者认为这样一场战争应该或将如何进行？


　　• 哪些变量会影响中美战争？


　　• 这些变量表明了哪些不同的道路？


　　• 每一条道路暗示了怎样的军事后果和需要？


　　• 对美国、中国的经济、中美经济关系、东亚经济和世界经济的影响是什么？


　　• 战争期间会出现什么国内政治压力和制约？


　　• 可能出现怎样的国际反应？


　　• 对美国的政策、需求和准备工作的启示是什么，包括对美军的期望？

中国不会主动到美国去挑战，只可能美国到中国逼迫中国作战。所以如果中美发生战争，一定是在中国家门口。中国军力肯定不如美国，但要在中国家门口作战。中国几乎必胜。所以我看美国也懂得这道理，中美直接发生战争的几率极小。
