不计其数的调查早就揭示患者到底在想什么。2015年,一篇发表在英国医学杂志(British Medical Journal)的中外联合调查,采访了广东省7家医院166名患者(2013年广东省医疗纠纷事件超过25000例),患者纷纷承认他们不信任医生,因为他们觉得自己受到了不公正的待遇。患者认为药品和整体医疗费用虚高,医生给他们开的检查和药品处方,不是为了治好他们的疾病,而是为了实现收入最大化。
其实,2009年中国新医改强调的就是分级诊疗。然而香港大学一项发表在美国家庭医学委员会杂志(Journal the American Board of Family Medicine)上的研究发现,2009年新医改实行过后,中国基层医疗机构的就诊比例,反而从2005年的63%下降到了2013年的59%,越来越远离世界卫生组织的80%推荐值。
广大医生必须得依赖公立医院,而华东师范大学的姚泽麟在中国社会学杂志(The Jounal of Chinese Sociology)上撰文称,由于政府干预,中国医生作为劳动力的价格长期低下。在政府决策者眼中,医疗服务价格越低,患者的需求似乎就越容易得到满足(这样其实适得其反)。一些医生放弃职业道德收取的回扣和红包,实际上是在努力挽回自己的经济损失,也是药厂和患者在给他们发工资。如今医生的公众形象已经受损,并且失去了患者的信任,甚至遭到了暴力威胁、伤害,他们中的许多人却完全不知道,自己是整个体制的牺牲者、替罪羊。
